* How to Become an Official

To cut a long story short, Miles Newman has put together the manual on how to become an Official and what you need to do to STAY qualified.  The Australian Sports Commission claim it to be the BEST submission they have seen and for the second time it has achieved Best Practice certification.

REFEREE CERTIFICATION

Capability Objective

A Referee is the crew leader and provides the control over the game protecting safe and effective game play.  As such the Referee must be able to manage all aspects of the game.  It is intended that a

·         Level 2 Referee can manage a state league game without supervision

·         Level 3 Referee can manage any game including local competition, interstate or national matches.

This is a specialized certification that not all officials may wish to seek.

The Referee certification does not automatically transfer when the official advances from Level 2 to Level 3.

 

This certification is awarded by AGOA.

 

LEVEL 2 REFEREE

To certify as an AGOA Level 2 Referee the trainee MUST:

·         Complete the AGOA training Level 2 training program

·         Complete the AGOA Referee exam set to a 75% Pass

·                Rules and Mechanics Examination

·                Signals Examination (practical examination)

·                Enforcements Examination

·         Complete 2 on-field assessments to an ABOVE AVERAGE standard

·         Be deemed suitable by the state GOA for certification

·         Participate in the state senior competition as a Referee

·         Be certified by AGOA

 

LEVEL 3 REFEREE

To certify as an AGOA Level 3 Referee the trainee MUST:

·         Complete the AGOA training Level 3 training program

·         Complete the AGOA Referee exam set to a 85% Pass

·                Rules and Mechanics Examination

·                Signals Examination (practical examination)

·                Enforcements Examination

·         Complete 2 on-field assessments to an ABOVE AVERAGE standard

·         Be deemed suitable by the AGOA Director of Training for certification

·         Participate in the national senior competition as a Referee

·         Be certified by AGOA

 

Any official, with the concurrence of the state GOA, can perform the duties of Referee in a game.  This purpose of this certification is not to prohibit this but to provide a formal qualification process for those who aspire to control the most complex and demanding of games.

REFEREE TRAINING PROGRAM

Pre Course

·         Be qualified as an AGOA Level 2 for 12 months prior to commencement of the Referee course

·         Be prepared to study and commit to training for a period of at least 12 months

·         Submit a paper / project on a set topic - eg How to officiate an aspect of play

In Course

·         The course is to include 4 days of workshop / formal study.

·                All the subjects listed in the Referee Course Overview (see Section 13.3) either as a formal course or by correspondence

·                Participation in one senior or junior National Championship week including attendance at all Game Reviews, Game Preparation and some Team Liaison visits.

Post Course

·         The post course activities are to include:

·                Completion of the Referee Examination to a pass mark of 75% for Level 2 and 85% for Level 3

·                Rules and Mechanics Examination (150 questions mixed multiple choice, situation assessment)

·                Signals Examination – practical examination administered by an Instructor asking the student to give each signal in a sequence format (40 questions)

·                Enforcements Examination – quick decision examination (50 questions) given a penalty definition must answer all questions in 25 minutes.

·                30 hours practical - comprising games, instructing, participating in sanctioned events, preparation to be recorded in the Officials Log Book

·                Participation in 10 Grade 2 games as Referee under supervision (see Section 5.5)

DISTANCE LEARNING PROGRAM

·         All student Referees will be expected to participate in the National Level Training Program which will be conducted primarily via email.  The program will

·                set a study requirement each month with a submission to be returned

·                form part of theory element for accreditation and updating for Referees

·         Students at this level are expected to complete 67% ie 4 out of the 6 set requirements per year

Supervision and Mentoring

·         All student Referees as Crew Chiefs must be actively involved in instructing and mentoring junior officials. The ASC-SES considers that actively mentoring junior officials is a must for elite level officials.

·         Complete the ASC-SES Level 1 course and / or Assessment course

EXTERNAL COURSES

·         All student Referees are encouraged to extend their view beyond the sport of Gridiron and to look at wider sports management issues. Students are encouraged to complete two of the following elective external subjects during the course of their program:

·                ACS-SES Level 1 Coaching

·                First Aid - Basic Level

·                Legal Issues.

·                Conflict Management

·                Risk Management and OH & S

Evaluations

·         All student Referees are to participate in the following evaluations:

·                Two of themselves on-field by senior officials at ABOVE AVERAGE standard.

·                Two written by themselves on junior officials

·                Two written on them by junior officials

·                Self evaluation of a 30 minute video of themselves officiating
