To cut a long story short, Miles Newman has put together the manual on how to become an Official and what you need to do to STAY qualified.  The Australian Sports Commission claim it to be the BEST submission they have seen and for the second time it has achieved Best Practice certification.

RULE CHANGE 3-3-7-a

Quick restart after time out


Any charged team timeout shall be 30 seconds in duration upon an approved visual signal made by the head coach of the team requesting the timeout. Such a signal must be made promptly after the timeout is requested on the field. 


A rule change approved by the committee would allow for a charged team timeout to be 30 seconds in duration, if so desired by the team calling the timeout. The previous rule was for charged team timeouts to be 90 seconds, unless the team calling the timeout wished to resume play before the expiration of one minute and the opposing team indicated its readiness.

"There are situations when a team simply wants to stop the game clock to save time or to avoid a delay-of-game penalty before the play clock expires," said Max Urick, chair of the committee and athletics director at Kansas State University. "This change will enable timeouts taken in those instances to be brief and not interrupt the flow of the game."
