In brief

You can use Perl as any other programming language or as an interpreted language for CGI programming. Perl is at home on Unix/Linux webservers but also on Microsoft Windows NT / IIS webservers. The most PC cultured perl is ActivePerl from ActiveState.

Perl programming skills for me are hard to retain because I don't do enough Perl. I'm a VBA person. One book that holds good promise for all of us is:

Microsoft has recently established a relationship with ActiveState. This means that products like Visual Perl (an environment like the Visual Basic Environment) will be out soon.

Until that happens, the The Perl Development Kit (PDK) Win 32 Edition is non free software but it has syntax coloured debugger. Alas, it won't work with the latest version of ActivePerl, only 5.22.
