Review of Non-Government Schools in NSW

Report 1 – published 1 March, 2002

The NSW Government commissioned Warren Grimshaw to develop a policy framework for the establishment, funding and regulation of non-government schools.

The key areas of the recommendations covered registration and accreditation, educational and financial reporting and cross-sectoral planning. See Executive Summary

Report 2 – published May, 2004

The report addresses the terms of reference for the Review regarding State funding for non-government schools.

The report is rich in data on funding and background information on why funding decisions have been made in the past.

The table below is one of many in the report. It shows that governments provide to private schools, on average, about 82% of the funding per student that is provided to public schools. This has increased by 4.4 percentage points from 2000 -2005, entirely due to increases in Federal funding to private schools.
