The glory of Rhudaur has long passed, but the eastern region of the former realm of Arnor still wields some influence and employs numerous swords in northern Eriador. The blood of the Dúnedain has almost vanished in Rhudaur. Consisting of several cooperating fiefdoms, loosely led by Arfanhil and Broggha, Rhudaur seeks to be a reunited and restored nation once again. The considerable natural resources of Rhudaur are of significant value. While the armies of Rhudaur are adequate to defend their borders, they are lacking in discipline and consist of large numbers of mercenaries. However, the local traditions of the region support a standing body of available mercenaries. Because of this mercenary tradition, new Rhudaur Men-at-Arms recruits start with a Training rank of 25 and new armies are hired at no cost. The military Commanders of Rhudaur possess some skills in subterfuge and magery, as well as a keen interest in ancient artifacts. This interest in artifacts reflects the effort and desire to reclaim Rhudaur's former glory. The quality of competition among potential Commanders allows new Rhudaur Commanders to begin with a Command rank of up to 40. Furthermore, the rugged nature of Rhudaur results in many Rhudaur characters having a chance of possessing greater Challenge ranks. This broad spectrum of tools allows Rhudaur to balance the strong influences of their neighbors with their own interest in expansion. Early expansion is crucial to establishing a secure Rhudaur realm. Also, sufficient armed forces must be readied, outfitted, and trained as soon as possible. The diplomatic problems facing Rhudaur are awesome. Arfanhil and Broggha are literally between the anvil and the hammer. To the north looms the Witch-king, and to the south and west lies Arthedain, Cardolan, the Noldor, and the Dwarves - with only the neutral Dunlendings yet unaligned. Since Rhudaur may not be able to remain neutral for long, important early decisions are crucial. Rhudaur stands prepared to declare allegiance, but it must not appear that way, since both allegiances need Rhudaur's help to survive. Rhudaur's best chance of staying neutral is to manipulate the Free Peoples and Dark Servants into conflict, without involving themselves - until the time is right.
